《金融》急貶變暴升 台幣掀巨浪 內行盯4變數 兩類人慘了

【時報-台北電】台幣兌美元匯率今（16）日早盤升值0.5分至31.100元，距30字頭續差臨門一腳，專家分析，即使台股萬五近關情怯，連動匯價漲勢趨緩，但考量近來走勢全看美元指數和外資動向而定，央行出手也難擋，除後續緊盯美國利率、美元指數、俄烏戰爭和中美關係等4變數，也提醒中小企業得規劃外匯避險、保險業提存外匯準備金，才能避免在匯市大浪中顛簸受傷。

址外資熱錢匯入、出口商歲末拋匯內外交攻，台幣匯價繼上周五爆量狂升4.95角，周一又貶33.215億美元，寫史上第8大巨量，單日升值2.94角，2天累升7.89角，漲幅2.53％，成交量合計49.225億美元，已相當於平常1周的成交量。

憂心漲勢過激，央行近來多次出手阻升，昨日終場台幣雖僅小升1.1分，但仍以31.105元續創2個月新高，隨台幣蓄勢挑戰31元整數關卡，匯銀人士預估，若台股強彈行情持續，央行也難隻手回天，隨時都可能「看到30字頭」。

觀察台幣今年匯價走勢，如同搭上雲宵飛車，1/17升值至27.607元，改寫25年新高，之後爆發俄烏戰爭、美國鷹式升息，2月起接連貶破28元、29元、30元等多道防線，10月更失守32元，市場原本坐看33元，不料11月卻上演逆轉秀，11月起連續狂升，14日盤中一度來到31.04元，距30元僅一步之遙。

由於匯市波動異常劇烈，外界也質疑向來謹守穩字訣的央行是不是變了。以去年台幣全年最高27.607元、最低31.616元，高低價差4.009元，超過2008年金融海嘯時的3.54元，寫下25年間價差最大紀錄。

反觀上任僅4年半的央行總裁楊金龍，台幣匯率1年內的波動幅度，竟超越前總裁彭淮南在任的20年，雖兩任當家維穩的基本立場未變，但相較彭淮南的謹慎保守，楊金龍的風格看似較為自由狂野。

不過，有專家以成交量觀察，台北匯市上次3/7爆出逾30億美元大量，當時因俄烏戰事擴大，外資賣超台股822億元後匯出，這次則因美國鷹式升息預期緩解，外資歸隊回補台股，造成台幣帶量走升，央行出手頂多吸收部分升貶幅，逆勢而為效果有限，認為非央行外匯政策有變，而是國際潮流使然。

另有匯銀人士認為，大陸經濟出現復甦跡象，讓美元第4季美元持續偏弱，翹翹板效應下，台幣則會持續看升，有機會測試30.080元、30.050元等2道關卡，而美元反轉訊號上，首重Fed在12月的升息態度，若終端利率下修，美元走勢將正式步向下行周期。(新聞來源：旺得富理財網 李宗莉)
